Roy P. Francis
Senior Vice President
Roy P. Francis joined Breaux Petroleum in 2020 as Senior Vice President. In this capacity, he oversees the company’s strategic growth and business development initiatives.
Roy came to Breaux Petroleum with more than 25 years of experience in governmental relations, energy, and environmental and project management at the local, state, and federal levels.
Most recently, Roy served as Executive Vice President of Gulf Island Fabrication Inc. from 2018 to 2020. Prior to this, he held several roles of leadership with the company including Senior Vice President of Business Development and Senior Vice President of Governmental Affairs and Special Projects. During his 15-year tenure at Gulf Island, Roy was instrumental in the creation of the shipyard division, diversifications into the renewable sector, onshore modular fabrication sector, and federal shipbuilding opportunities.
Roy boasts an extensive background and expertise in joint ventures, acquisitions, and divestments, along with public and governmental relations and regulatory management.
Roy holds a bachelor’s degree in geology from Nicholls State University.
